Governance

At the July 21, 2024 annual meeting, the members approved new by-laws to comply with the Ontario Not-for-Profit Corporations Act (ONCA) proclaimed on October 19, 2021.


Each member is entitled to one vote at the annual meeting. If a member is not able to attend the meeting, they may appoint another member to vote for them by proxy. The proxy must bring the completed and signed proxy form with them to the meeting.


Federation of Ontario Cottagers' Associations

The Federation of Ontario Cottagers' Associations (FOCA) represents all waterfront property owners in Ontario, whether seasonal or year-round residents of their rural communities. BALRA is a member of FOCA. In addition to the policy, communications, advocacy, and educational work that FOCA does year-round, all members can access additional benefits, offers, and discounts.

Council Meetings

Meetings of the Council of the Township of Baldwin are usually held on the second Monday of every month; or, on Tuesday, if Monday is a statutory holiday.

Land Use Permit for Docks

The Ministry of Natural Resources (MNR) is evaluating an application for the construction of docks to provide a boat parking area for water access property residents. The deadline to send comments to the MNR was September 20, 2025. See more here. More information will be posted here once available.


Agnew Lake Tailings Management Area (ALTMA)

Summary

On August 11, 2025, the Ministry of Energy and Mines (MEM) confirmed that niobium rock tailings from the former Beaucage Mine will not be relocated to the Agnew Lake Tailings Management Area (ALTMA). Instead, clean materials will be used to repair the site starting in summer 2026.

Call to Action

The Township has launched a public awareness campaign using the hashtag #NO_NIOBIUM and is calling on all residents and supporters across the region to take action. "If you value clean water and community safety, now is the time to act," said CAO Belinda Ketchabaw. "We encourage everyone to write or email the Minister of Energy and Mines, the Minister of Transportation, and the Canadian Nuclear Safety Commission. Let them know this proposal is not welcome here."
